The Washington Department of Transportation traffic is predicting 20 percent higher than normal traffic volumes on Sunday. The WSDOT is encouraging eastbound motorists to leave early or plan for an extra hour of travel time in the afternoon.

The WSDOT and construction crews are working on a concrete preservation project on on I-90 from Easton (milepost 70) near Cle Elum (milepost 80). Due to the construction, drivers can expect lane closures. On Sunday from 9 a.m. to 9 p.m., crews will open two lanes in the westbound direction and restrict eastbound to one lane. Motorists may experience heavy congestion at times.

From Sunday night through Friday morning crews will restrict eastbound and westbound I-90 to one lane. Travelers may experience moderate congestion at times and some added travel time.

In addition, crews will close the westbound on-ramp at Golf Course Road interchange (Exit 78) and the westbound on-ramp and off-ramp at West Nelson interchange (Exit 74).

The weather forecast is calling for rain and snow Monday night through the rest of the week.

Nissan rushes to put electric car charging stations across Tennessee - Nashville Tennessean

    Posted: 11 Oct 2009 09:43 AM PDT

    (2 of 4)

In all, Tennessee is slated to get 2,190 of the overnight-type chargers in the initial rollout, along with 50 fast chargers that can juice up a car in 20 minutes.

One catch is that some local building and electrical codes could threaten to delay or short-circuit installation of the home chargers. Regulations vary by community, and some make it easier than others.

Read said ECOtality ran into a few headaches during tests for an earlier GM electric car program in the West.

"We could get permission to install a charger in a home in Phoenix in three weeks, for instance, but it took six weeks in Scottsdale," an upscale suburb near there, Read said. "Our biggest issue is trying to get the red tape out of the way. We're urging (Tennessee) municipalities to incorporate proactive steps in their building codes."

    Retailers may want in

As for other charging stations, Nissan's Perry said certain cities might choose to put units in municipal parking garages or install them at some on-street parking spaces, which could complement private installations done by shopping malls or big individual retailers.

Getting retailers such as Wal-Mart Stores Inc. involved will require convincing them that the expense of installing a charging station about $35,000 per hookup makes financial sense and will increase retail sales as people shop longer while waiting for their car batteries to recharge.

"As a retailer, I would be trying to decide whether this is an amenity that brings someone to my place of business rather than somebody else's," Perry said.

Seattle-based Costco Wholesale Corp., which has two members-only warehouses in the Nashville area, might be interested in installing the chargers here, said Joel Benoliel, the company's senior vice president for legal and administration.

"We installed the chargers at some of our stores in California for the GM electric car, and that worked out pretty well," he said of the smaller-scale test. "There weren't many of those cars around, though."

It should be different with the Leaf, Perry said, with Nissan planning to sell them at affordable prices, not only to fleets but to individual consumers, as well.

Rep. Buyer-linked foundation draws attention - Lafayette Journal and Courier

    Posted: 11 Oct 2009 08:25 AM PDT

    (2 of 4)

That report listed Buyer's daughter, Colleen Buyer, as president, and his finance director, Stephanie Mattix, as secretary-treasurer.

In the USA Today article, Buyer and Mattix said Colleen Buyer had left the foundation.

    Lobbying mechanism

Federal laws prohibit companies from making direct gifts or campaign contributions to elected officials or officials running for office.

But there are no limits to the amount of money a corporation can give to an organization or a cause in an official's name or which he supports.

In July 2004, Frontier Foundation Inc. sent out a letter, from Buyer's office, soliciting donations of $25,000 for each foursome at an Aug. 31, 2004, outing at Fenway Golf Club in Scarsdale, N.Y. Buyer's name was listed at the top as "honorary chairman." His daughter, Colleen, was listed as a board member.

Before the year was out, $105,000 in contributions had arrived from eight corporate donors representing the pharmaceutical, tobacco and telecommunication industries, according to a Journal & Courier review of the foundation's tax filings and supporting documents.

In its very first tax filing in 2003, a statement of program service was provided. It referred to the foundation's twofold purpose: to provide scholarships to Indiana students, and to provide emergency relief to individuals who suffer losses due to fire, disaster or other catastrophe.

The statement said, "We would like to raise at least $100,000 before we start providing scholarships or emergency relief. ... We hope to be providing monies for scholarships and emergency relief in two to five years."

The $100,000 goal was reached in 2004 and was surpassed each year thereafter. There have been $10,500 in gifts in that time, although no scholarships. They include $2,000 that went to a fire victim and $1,700 to the American Red Cross.

But most of the foundation's contributions have nothing to do with scholarships or emergency relief. Those include $4,500 that went to the Virginia Selden Jerome Foundation and $1,450 to the NRA Foundation.

US envoy leaves Mideast without peace talks deal - San Francisco Chronicle

    Posted: 11 Oct 2009 09:29 AM PDT

The envoy, George Mitchell, spent more than an hour huddling with Israel's prime minister and defense minister. Prime Minister Benjamin Netanyahu's office said the talks "continued their discussions on moving the peace process forward."

Two lower-level Israeli officials will head to Washington this week for further discussions, it added. Mitchell did not comment publicly after the meeting and was returning to Washington, U.S. officials said.

Mitchell, a former U.S. senator and mediator of Northern Ireland's peace deal, has been shuttling between Israeli and Palestinian officials for months, trying to restart negotiations that broke down late last year.

Mitchell met with Netanyahu and Palestinian President Mahmoud Abbas late last week before traveling to Cairo over the weekend to meet with Egyptian officials, who often play leading roles in mediating the conflict.

Even with the Nobel Peace Prize awarded to his boss, Mitchell appeared to have made little progress in persuading the adversaries to soften their positions.

Israel has refused to give in to U.S. pressure to freeze construction in Jewish settlements built in the West Bank and east Jerusalem.

The Palestinians, who claim both areas as parts of a future independent state, say they won't resume talks without a settlement freeze. They also want guarantees that an Israeli pullout from the West Bank and east Jerusalem will be the basis of a final agreement. Israel captured both areas in the 1967 Mideast war.

"The Israelis need to acknowledge that the 1967 borders are the borders between the two states, and this is the foundation of any negotiations," said Yasser Abed Rabbo, a top Abbas aide.

Netanyahu has signaled he wants to keep parts of the West Bank and says east Jerusalem will remain in Israeli hands.

Abbas will be hard-pressed to back down after provoking unprecedented outrage among his people for suspending efforts to bring Israel before a U.N. war crimes tribunal for its conduct during last winter's war in the Gaza Strip.

President Barack Obama made a personal push last month to jump start the stalled talks with a three-way meeting with Netanyahu and Abbas in New York.

The U.S. president was awarded the Nobel Peace Prize on Friday for his initiatives to reduce nuclear arms, ease tensions with the Muslim world and stress diplomacy and cooperation rather than unilateralism.

Complicating the U.S. peace mission is the deep divide between rival Palestinian governments in the West Bank and Gaza Strip. The Palestinians seek to build a state that includes both territories, located on opposite sides of Israel.

Egypt has been trying to broker a power-sharing deal between Abbas' government in the West Bank and the Hamas rulers in Gaza. Hamas seized control of Gaza after ousting pro-Abbas forces in 2007.

A reconciliation deal was to have been signed on Oct. 25, but Egyptian Foreign Minister Ahmed Aboul Gheit said Sunday that the elusive agreement has been delayed for several weeks. The accord was to have allowed the two sides to cooperate in rebuilding war-ravaged Gaza and prepare for Palestinian elections next year.

Hamas said on its Web site that it was postponing the agreement because of Abbas' decision to delay action on the U.N. report condemning Israeli attacks during the Gaza war.

A U.N. panel led by veteran war crimes prosecutor Richard Goldstone accused Israel of using disproportionate force and deliberately targeting civilians during its winter assault on Gaza. It also called Hamas' firing of rockets at civilian areas in southern Israel a war crime.

Both sides have denied war crimes allegations.
